Public and Administrative Law

Our administrative and public law practice combine extensive litigation experience and policy insight to advise on public procurement, government contracts and regulatory frameworks, while representing clients across all levels of administrative courts.

SAAS has played a leading role corporatisation, public-private partnership (PPP) and privatisation projects, working with governments, government business enterprises, underwriters and financial institutions. We also handle constitutional and electoral law matters, guiding clients through challenges before the relevant courts.

Experience:

  • Advised the Ministry of Administrative Reform on the creation of a Regional Development Agency in Lebanon, including conceptual advice and drafting its internal regulations.
  • Conducted a full review of Lebanon’s Investment Development Authority (IDAL) promotion programmes and providing long-term strategic recommendations for export promotion.
  • Supported the Ministry of Finance in preparing a strategic framework for reform and contributing to the drafting of an Organic Budget Law.
  • Acted in election challenges and in procurement disputes before administrative courts.
  • Advised the 9th Francophone Summit Organisation Authority on all legal aspects of the summit, from contracts to partnerships with public and private stakeholders.
  • Intervened before the Constitutional Council as amicus curiae on behalf of the Council of Notaries in a constitutional challenge to amendments of the Law on the Profession of Notary.
